Hi Chris - If you are running Windows XP, and have WinAmp installed, you could set up a Windows Scheduled Task to run a .bat file at a scheduled time. Make the .bat file look like this:
"C:\Program Files\Winamp\winamp.exe" "C:\Documents and Settings\Jon\My Documents\Programming And Computers\dog.m3u"

I had an application called CrimeCatcher that allows you to play a barking dog whenever motion is detected on your PC camera.
